As an admin, you can control how your users are able to contribute to your community feed. To create a highly engaged community, we recommend providing your users full ability to comment and post!
Click Settings from the left-hand menu
Click Features then Feed
Under the 'Permissions' section, to enable/disable comments, use the toggle next to 'Allow users to comment on posts'
To enable/disable user posts, use the toggle next to 'Allow users to post to community feed'
